几年前在安徽阜阳发现许多大头娃娃，婴儿夭折或者发育迟缓，最终查明罪魁祸首乃不合格的婴儿奶粉。从报道来看，新闻通稿公布的死亡婴儿数是13人，不过有报纸介绍许多死亡的婴儿没有被计算在内，更有许多患儿的病因没有被归于奶粉。真相如何，恐怕有待后世调查了。
杀人奶粉被查禁了，那么杀人中药呢? 我们的药品审查机构在原郑局长的领导下，创下了一个又一个世界纪录。也正是在这样的支持中药的氛围中，成分、药理、毒性和功效不明的中药注射液堂而皇之的大量出笼。在患者及家属的泪光中，制药厂老板乐了，郑局长的灰色收入也让他数得手发酸。现在，郑局长已伏
法，然而制药厂却仍然在卖“杀人药”，那些被郑局长们批准的毒药依然在毒害着中国的百姓。
生产毒奶粉的据说都是一些作坊式的小规模厂家，小老板的蹲监并没有减轻患儿和年轻父母的痛苦。而生产杀人毒中药的却是一些利税大户，卫生部的大佬已被处决，那些大老板该如何处置？中药的受害者，特别是绝症患者的家属又该如何补偿？
药厂老板们有过负罪感么？
倘若这些事情“有幸”发生在发达国家，我倒是想推断一下事情的结局：
1）卫生部许多官员被逮捕或者调查，包括审查许可证的几乎全部人员。在此处没有“法不责众”；
2）非法的“合法”许可证被吊销，禁止厂家任何生产行为；
3）“合法”生产了大量“杀人药”的厂家董事长，总经理，生产部经理，销售部经理被逮捕；
4）厂家资产被冻结，用于赔偿受害者；
5）由于在任国家公务员的罪责，国家赔偿适用；
6）若有地方行政首脑、国会议员、政府高层等政界人物与厂家有任何经济往来的蛛丝马迹，他们将面临媒体的狂轰滥炸和警察的调查。
注意看了一下国内关于死刑执行的报道，一般来讲，对于凶恶的杀人犯罪，死刑犯常常被处以枪决。然而，那些有过显赫地位的，执行死刑的时候则享受了很高的待遇：沈阳的黑社会头子被执行注射死刑。政府高官的死刑执行情况没有被公布，“别有用心”的我不禁要想：郑局长这样的高官是不是被执行了注射死
刑呢？如果真是如此，我提议：下次如果有卫生部的大员被判死刑的时候，强烈推荐大剂量注射他们自己批准的中药制剂！
下面是一个日本关于食品药品安全的例子，发生在《药事法》《JAS法》等没有完备的年代。列举出来以作参考。
