There were very few young Chinese Medical Doctors who came to the US with a Doctoral Degree in Medicine at that time. One of the reasons is that the medical students who entered into medical school in 1977 could only have earned their Bechelor Degree of Medicine (BDM) in 1982, but could be a physician to practice medicine as soon as they graduated from schools. In the USA, they called those BDMs FMGs (Foreign Medical Graduates),who could take medical board examination and become ECFMG-certified to practice medicine in the US. As we know, those medical doctors with B.D.M. who had completed the master program in China during 1982-1989, could enter into NIH's postdocotral training programs at that time. To be fair about this, it was Dr. Zhan's intention to enter into the Fogarty postdoctoral training program, but it was the US government's choice to include him in the program for the training.
